His transfer will officially become on July 10th when the US mid-season transfer window opens.
No transfer fee has been involved but reports do suggest that DC United have agreed a compensation package with the Toffees.
Rooney will be expected to make his debut on July 14th when the club opens their new 20,000-capacity Audi Field Stadium.
